Purpose

The purpose of this HSE Plan is to provide for the systematic identification, evaluation, prevention, and control of general workplace hazards, specific job hazards, potential hazards, and environmental impacts during overlay activity at the site.

SCOPE OF OCCUPATIONAL HEALTH AND SAFETY PLAN

Shape

The scope of occupational health and safety has evolved gradually and broadly encompasses:

  • Promoting and maintaining the overall wellbeing of workers in all occupations.

  • Preventing occupational health hazards among the workers

  • Protecting workers from risks associated with the occupation

  • Placing and maintaining workers in an occupational environment as per their physical and mental needs

  • Customization of work to workers

 

Under the contract agreement, the scope of the Project shall mean and include:

  • Construction work of rectification and overlay of the existing distressed surface of the pavement.
  • Maintenance of the Project in accordance with the provisions of the agreement and in conformity with the requirements.

The works under Contract comprise the overlay and rectification of proposed improvement of roads of Main carriageway and Service Road.

Objectives:

Health & Safety

Preventinjuryandillhealthofallpersonsatsite(‘Persons’referstoallpersonnelincluding managerial, supervisory, professional, technical, clerical and other workers including contract laborers)

ENVIRONMENT

Preventpollutiontoenvironmentandensureprotectionofenvironmenttakingintoaccount interested party concerns and conserving resources and reducing wastage.

LEGAL REQUIREMENTS:

Comply at all times with the relevant statutory and contractual HSE requirements.

PLANNING & RESOURCES

Shall ensure timely provision of resources to facilitate effective implementation of HSE requirements.

COMPETENCY, TRAINING & AWARENESS

Shall ensure to medically fit personnel only are engaged at work.

Shallprovideallpersonnelwithadequateinformation, instruction, training, and supervision on the safety aspect of their work.

MAINTENANCE OF EQUIPMENT

Ensuring fitness testing of all T&Ps.

SAFETY DURING OPERATIONS

Providingandmaintainingplant, places, and systems software that are safe and without risk to health and the environment.

Effectively control, coordinate, and monitor the activities of all personnel on the Project sites with respect to HSE.

Establish effective communication on HSE matters with all relevant parties involved in the Project works.

HSE IMPROVEMENT AND GOALS & TARGETS

Ensuring timely implementation of correction, and corrective action and ensuring continual improvement in HSE performance.

Ensuring “Zero Incident at Site” (LTI)

Ensuring compliance with all legal/statutory requirements related to HSE. Ensuring PPEs compliance in high and medium-risk activities.

Ensuring monitoring of all Work Areas

Ensuring incident (near miss, minor, major, other) reporting, recording, and reviewing for corrective actions. 

Regular Safety Reviews to assess HSE program compliance and ensure closure of any recognized gaps to continually improve safety management and incident prevention.
